Remember that drill you bought to install that shelf a year ago? The one you haven’t used since? The one sitting next to that unused ladder in your closet, taking up space in your small apartment? The one that cost $100 for about five minutes worth of work?

The guys over at <a href="https://www.goodshuffle.com/" target="_blank">GoodShuffle</a> haven’t forgotten about that drill or that ladder and they want to put those items to good use for you. GoodShuffle is basically the AirBnb for your stuff that you’re not using. That drill I was talking about?

You list it on GoodShuffle’s website with the price that you’d be willing to charge to rent it out for a day. Then someone who needs a drill searches for it on the GoodShuffle website, finds your listing, and then you and that person arrange for pick-up and return.

All the money is handled is through GoodShuffle, so lenders don’t need to worry about payment and renters don’t need to worry about being overcharged. And yes, there are ways to ensure your things don’t get stolen.
<h3>Goods That Shuffle</h3>
As a new service ready to launch in Beta mode, GoodShuffle is also looking to team up with local businesses. It benefits smaller shops in the community and also ensures that the virtual shelves are lined for use right away. As the service gets off the ground, the focus will be on the 14th Street corridor, with the idea of expanding to the larger Borderstan area and then even further beyond that as interest dictates.

“You don’t want to be catching up to the wave,” co-founder Erik Dreyer said, “and we feel we’re at the front of this wave.” The service that GoodShuffle provides doesn’t feel revolutionary because it just makes sense. You and your neighbors need certain things that you and your neighbors have and aren’t using everyday. Why not share those things, make a buck, and get to know the people around you?

Without making broad sociological statements, we used to know our neighbors better than we do these days. We’ve traded some local connections for global connections to the point where it seems easier to shop for a $100 drill instead of asking a friendly neighbor to borrow hers for an afternoon. GoodShuffle isn’t about complete altruism – they want you to financially benefit from your goods – but isn’t it great to do that while reconnecting to your neighborhood?
<h3>The Story Behind GoodShuffle</h3>
Erik Dreyer and Andrew Garcia are the co-founders of GoodShuffle. The idea for GoodShuffle began when Andrew moved to DC from Austin, where he had been a promoter and DJ. He brought his DJ equipment with him but it simply lingered in his apartment, not being used and taking up space. It was expensive equipment and there was no point in just getting rid of it, so Andrew began to think of ways that the equipment could be utilized by others while still being beneficial to him. And the idea behind GoodShuffle was born.

Raj Multhani, manager of Policy Restaurant (1904 14th Street NW), is seeking to terminate an agreement because he says it puts the restaurant at a competitive disadvantage.

“This agreement has hamstrung this establishment,” Multhani told the regular monthly meeting of Advisory Neighborhood Committee <a href="http://www.dupontcircleanc.net/wordpress/" target="_blank">2B/Dupont</a> on June 12. ANC 2B voted to protest termination of the agreement when the matter comes before DC's <a href="http://dc.gov/DC/ABRA/About+ABRA/Who+We+Are/ABC+Board" target="_blank">Alcoholic Beverage Control (ABC) Board</a>.

Liquor-serving establishments in the Borderstan area normally enter into “settlement agreements” (formerly known as “voluntary agreements”) with local ANCs, community groups and neighbors.

These agreements normally may deal with the hours of operation of the establishment (both inside and outside if applicable), the time and frequency of garbage pickup, vermin control, valet parking, outdoor seating and other details.

Policy Restaurant's settlement agreement is with ANC 2B, the <a href="http://www.dupont-circle.org/" target="_blank">Dupont Circle Citizens Association</a> and a group of five neighbors. Since Policy has opened, many restaurants with more liberal settlement agreements have started up nearby.

“Things have changed around us,” Multhani said. “No other establishment has the restrictions that Policy has.”

Multhani and his attorney talked about the ways that their current settlement agreement limits Policy's ability to operate. Policy cannot expand into its basement space. It must restrict the hours when it can receive deliveries to an even narrow period than that allowed by law. It cannot offer live music.

The most contentious issue, however, seems to be hours of operation. The current settlement agreement specifically lists Policy's hours of operation, which are also the same hours that restaurants are normally allowed to operate. However, several times a year the DC government gives liquor licensees leave to stay open later on special occasions, most frequently on the Sunday evening of three-day weekends.

When Policy wishes to stay open as late as its neighbors, it must seek out all of the parties to their settlement agreement and get their permission. Some parties have refused to give permission.

Elwyn Ferris, Secretary of the <a href="http://shawdupont.org">Shaw Dupont Citizens Alliance</a>, appeared as a representative of the group of five neighbors.

“It is vitally important that the voluntary agreement stay in place,” Ferris said.

Commissioner Noah Smith, 2B-09, proposed the motion to protest the termination of the settlement agreement, but said that he hoped he could help negotiate an agreement which is satisfactory to all sides.

Policy Restaurant <a href="http://www.borderstan.com/03/policy-restaurant-bar-opens-this-month-14th-t-nw/">opened</a> near the corner of T and 14th Street in 2009. It has sponsored benefits for <a href="http://www.borderstan.com/01/last-night-on-14th-united-for-haiti-benefit/">Haiti</a> and <a href="http://www.borderstan.com/12/tonight-policy-restaurant-neighborhood-party-toys-for-tots-drive/">Toys for Tots</a>.

The final vote was 8-0 to protest the termination of the settlement agreement. Commissioner Mike Silverstein, 2B-06, recused himself from the vote because his position on the DC Alcoholic Beverage Control Board; Silverstein recuses himself on all ANC 2B liquor licensing matters.

The odd looking brick building at 1728 14th Street NW that used be the <a href="http://www.borderstan.com/07/a-warehouse-for-now-14th-street-revitalization/" target="_blank">Granger warehouse</a> is almost down. While the front facade looks almost normal from the street, the rear alley view tells a different story. The lot is slated to become a four-story, mixed-use retail and office space. Perseus Realty has been working on its demolition for the last couple of weeks — only the 14th Street brick facade is left.

The new building will be 35,000 square feet with the first two floors for retail and two more floors for offices.

Last year Robert Cohen, president of <a href="http://www.perseusrealty.com/" target="_blank">Perseus Realty</a> told Borderstan, “The area is maturing and has lots of apartments and residences,” adding “Now the local population needs other services, and that is what we are hoping this renovated building will provide.” It is scheduled to be completed by the first quarter of 2014.

At its regular monthly meeting Wednesday night, Advisory Neighborhood Commission (ANC) <a href="http://www.anc2f.org/">2F/Logan Circle</a> voted on an <a href="http://www.borderstan.com/05/church-street-development-37-apartments-no-parking/" target="_blank">unusual residential development on Church Street</a>

The full ANC concurred with last month's <a href="http://www.borderstan.com/05/church-street-development-37-apartments-no-parking/" target="_blank">Community Development Committee recommendation</a> to support the application by Brook Rose Development for zoning relief on its proposed development at 1456, 1458 and 1460 Church Street NW. The <a href="http://www.borderstan.com/05/church-street-development-37-apartments-no-parking/" target="_blank">new apartment buildings</a>, as planned, will contain 37 rental units. The size of each unit will be 250 to 400 square feet, and will rent for $1800 to $2000 per month.

An unusual aspect of the development is that tenants will be required by the terms of their lease to refrain from applying for a Residential Parking Permit (RPP). Applying for an RPP will be grounds for termination of the lease.

It is possible to get information about RPP applications from the DC government through a Freedom of Information act request. Otherwise, DC authorities were “reluctant” to give out this information.

Commissioner John Fanning, 2F-04, had concerns about the monitoring, reporting, oversight and enforcement of this part of the lease agreement.

“I think that we need to have some clearer oversight,” Fanning said.

Commissioner Cain said the developers had promised to report to the ANC on a quarterly basis, and might be open to more frequent reporting if asked. Cain also said there was no enforcement mechanism.

“We're just going to take their word for it,” Fanning concluded.

There was a discussion of the limits of ANC authority to make and enforce agreements, and also the future of parking regulation in the light of planned changes in DC zoning regulations that will essentially eliminate the requirement for parking in new construction.

The final vote was 7-0 in favor of support the application for zoning relief, with Fanning abstaining.

The rest of the country may think that the big news in Washington recently has to do with Benghazi or the IRS scandal, but we’re all too well aware here that all politics are local.

And so, in one of the longest running debates going on here in DC, this past Friday the DC Council’s Business, Consumer and Regulatory Affairs Committee voted to reject proposed regulations on the <a href="http://www.borderstan.com/03/dc-council-moves-forward-bill-regulating-food-trucks/" target="_blank">food truck industry</a>.

The legislation, which had been proposed by the Gray administration, sought to control the thriving industry by designating which food trucks would be allowed to operate in certain zones and where those blocked from those zones would be allowed to operate.

Those zones, offering more than 150 spots located in the most financially advantageous areas, would be doled out by lottery every month. As for operating outside of those zones, food trucks would need to stay at least 500 feet away and would only be allowed in locations where there is at least 10 feet of unobstructed sidewalk.
<h3>How Much Regulation Is Enough?</h3>
<a href="http://dcfoodtrucks.org/" target="_blank">The DC Food Truck Association</a> stated concerns that the new rules were not only too vague but that they also worried about the lottery process, saying that too much was being left to the discretion of government agencies. At the same time, the <a href="http://www.ramw.org/" target="_blank">Restaurant Association of Metropolitan Washington</a> advocated on behalf of these regulations in the name of fairness as restaurants operate under a number of pre-existing rules and regulations.

After voting to reject the regulations as proposed, committee Chairman Vincent Orange introduced emergency legislation, approved yesterday, that will allow the committee to amend the submitted regulations instead of being restrained to simply voting for, against, or no action. The idea here is that the regulations are not completely off base and some modifications might make them more agreeable to the committee.

This debate over regulations has been going on for years now and gaining more attention as the food trucks in DC have become more prevalent. This vote is simply the most recent development in a drawn out campaign between two opposing sides. Food truck owners, restaurant owners and hungry customers will surely be paying close attention when the vote to allow the committee to amend the regulations comes up. Stay tuned.

Summer is here and the temperatures have risen. Make sure you wear a hat and some skin protection as you head out this Saturday to the <a href="http://marketsandmore.info/markets/14u-farmers-market" target="_blank">14 &amp; U Farmers Market</a>. We are told that <a href="https://www.facebook.com/14UFarmersMarket" target="_blank">the list of summer produce is extensive</a>:

	<li>Peonies, poppies, hanging baskets, hundreds of potted herbs and vegetables and summer flowers.</li>
	<li>Grillers: tons of steak at Pecan Meadow and lots of cuts of pork like Porterhouse and the Porcine version of New York Strip. (Ask Truck Patch). Sausages at both. Lamb, goat, rabbit, duck, Eggs from chickens, ducks and geese.</li>
</ul>
Market hours are 9 am to 1 pm, Saturdays only.

Depending on where you come from, weekend mornings are often all about going to brunch or going to church. Whether it’s locational or cultural, we each have our particular and fond memories of how those mornings played out.

Well now, one of our newest favorite institutions here in DC, Union Market, has found a way to blend the two (sort of). Starting this Saturday, Union Market will begin hosting a <a href="http://unionmarketdc.com/events/" target="_blank">Gospel Brunch</a> on the first Saturday of every month at 12:30 pm.

Some of the vendors that will be offering brunch include Buffalo &amp; Bergen, Peregrine Espresso, Neopol’s Smokery and Border Springs Farm. The gospel choir comes from the Israel Baptist Church, an even older institution that has been a part of the community for over 20 years. This Saturday, June 1, the Youth Choir from the church will be putting on a performance for those in attendance.
<h3>A Refresher on Union Market</h3>
Union Market <a href="http://www.borderstan.com/09/union-market-opens-with-weekend-celebration/" target="_blank">first opened</a> back in September 2012 and is located in northeast DC, on Neal Place NE between 5th and 6th Street. It is in operation five days a week (Wednesday through Sunday) and is home to artisans and vendors selling things from espresso and soup to oysters, cheese, spices and much more. Union Market is even one of the main reasons that DC was listed by the New York Times as one of the <a href="http://www.borderstan.com/05/dc-a-place-to-visit/" target="_blank">46 places around the world that are worth visiting in 2013</a>.

The addition of the Gospel Brunch is just one more reason that Union Market, and DC as a whole, has become a more exciting place to be. So come this weekend, you’ll no longer need to feel torn between whether you should go for that great brunch or head to church to hear the choir — it’s now all been put together for you.
