The assault happened on the 2100 block of 4th Street NW about 10:30 p.m.
The victims were preparing to get into their car in an alley in the area when a man drove up to them in his vehicle, according to authorities.
The man then got out of his car, told the victims he hated them and used an anti-gay slur to describe them. He returned to his vehicle to retrieve the bolt cutter soon after.
With the tool in hand, the man came back to the victims and hit one of them in the left arm and the other one in the chest.
The victims declined to go to a hospital when paramedics arrived on the scene.
Police haven’t released a description of the suspect.
According to authorities, other crimes that occurred in the Borderstan coverage area since yesterday included:
- A violent robbery in which a man was punched in the face, dragged into an alley, hit again and robbed in Adams Morgan on the 2000 block of 18th Street NW about 3 a.m. today. Police made two arrests in connection with the crime.
- A robbery in which two men robbed a man and a woman at gunpoint in Columbia Heights on the 1300 block of Park Road NW about 3 a.m. today. Police are looking for:

- An attempted robbery in which someone with a group of men punched a man in the face and tried to take his bag and cellphone from him in Dupont Circle on the 2000 block of O Street NW about 11 p.m. yesterday. Police are looking for:
3 b/m’s, S-1 B/M, red shirt,grey/hoodie,S-2 B/M, white zip-up w/green stripes and a black jacket, S-3 B/M, blue and red hoodie, with black jeans.
